OG,
Corel makes Coreldraw. It has been on the market for several years. I haven't used it in 4 years, so maybe it has changed a bit. It is actually a very powerful drawing package, but it is so cumbersome to use that you never really utilize the capabilities. Visio is much easier to use for technical drawings when Powerpoint won't do the job.
