Shares outstanding vs. float.
Think about it this way. MIHL owns 70% of OPTV. SUNW & others made a $31m infusion just before the IPO. They own some shares, too. These are all "tightly held" (i.e., part of the shares outstanding, but not part of the float.) That's how OPTV can be a 3.3b company.
