In those cases wireless would be good because nobody would have to learn the tehcnology before thy built he building. the person who wanted the access could add it by paying a little more later and get the services they want.

there are many schemes for indoor wireless. A combo of HDR with bluetooth could possiblly be the cheapest, although not the fastest. A fixed 2.4 GHZ or 5GHZ wireless systemw ith small fixed antennas could also be the answer, but those are line of sight.
