JDSU is subject to the 20% foreign content limit while JDU is not subject to it. It is simply because you cannot buy on the Nasdaq and then sell the same shares on the TSE. I think it is connected to the "exchangeable shares" factor on the TSE.

On the other hand, if you buy Nortel (NT) on NYSE, it is NOT foreign content for RRSPs. In addition, you can buy NT on Toronto and sell on NYSE or vice versa. I guess that is because they are not trading "exchangeable" shares. I am not sure how US NT options would be treated.
