Would it be reasonable to talk about nuclear arms non-proliferation in the Chernobyl context? I mean, the graphite reactors were (like most American ones) optimized not only for energy output, but also for the production of bomblike materials during their design. At least I was told so in the eighties by the local peace&anti-nuclear movement.

To rid Ukraine of Chernobyl type reactors, giving credit / money would not be sufficient - new reactors should be installed (and the old ones deinstalled, and materials taken away. How else do you ensure that a profitable business isn't restarted?).
German reactors however are not exportable any more since we are closing down our nuclear energy sector, and I am not so sure what other prospective exporters think about giving their technologies away. Would we want it be a way for Russia to buy back Ukraine by supporting their energy sector? I think rather the old reactors will run again, and for a few decades ...
