Right you are. Forbes' plan is absolutely fabulous from a structural standpoint. A flat rate with a universal exemption. However, his level of taxation at 17% is probably too low to sustain the current spending track. A 20% tax with the first $25,000 exempted might make more sense.

However, that will never happen, so our best bet is to back a Bush plan which reduces rates.
