The hold up?
I'm assuming it took awhile to find a partner that both OIL and TLM could agree upon. This 3rd party must be willing to bring a lot to the table in order to participate in the long haul when it comes time to financing oil field development.
Conditions to be met - could mean anything from payment schedule to which fields are included in the j/v.
I doubt that anything hinges on lifting contracts....this is all about oil fields.

3 parties involved - 3 sets of lawyers - 3 oil fields in Iraq. It's probably complicated!

Art is in VERY good spirits, and when I talked to him last he told me it was with the TLM lawyers.

I hope we all get a nice Christmas present...and an early one!
