I am certain that a time-and-motion study could be done by a motivated engineer or scientist. Probably the worst case is the one Penni described at an opera, where women are dressed elaborately, including pantyhose, maybe a girdle, and long dresses, so that one must arrange one's handbag and wrap so as to be safely out of the way, and it takes a while to undo everything, and one must take care not to soil one's floorlength gown on the dirty floor, and then reverse the process, and if one has health problems like arthritis or a bad back or a bad hip, it takes even longer. And older women have smaller and weaker bladders, anyway.

Certainly a "transaction" in those circumstances must take longer than say, at an athletic club.

I do hope that women don't "travel in pairs" to restrooms in the workplace.
