The consent decree came about as a result of a lawsuit filed by Chinese American families alleging that the district's 16-year-old enrollment rules, under which no school could have more than 45 percent of its students from any one ethnicity, were unfairly excluding their children from high-achieving schools such as Lowell.

I was always completely against quotas until I really looked at this situation. Turning Lowell into an all-Chinese school will not help anybody, those students learn from the other ethnicities there...
