The company isn't going to manufacture a thing. They already have a contract with a company to manufacture the equipment. They have a contract with another company to build the facilities. Another to setup, maintain and train the users. Another to maintain the network and database. Another to manufacture the data storage cards. Another to perform the marketing and sales functions.
