Funds in account for IPO

Can someone tell me exactly when sufficient funds must be in my account for me to be granted an IPO allocation? Would they tell me if "insufficient funds" was the reason I was rejected for an IPO, or is it the same non-specific form letter sent out no matter what the reason?
