This is not a case of squelching the public's rights.

Actually, it is precisely that. Clinton is the elected chief executive officer of a government "of the PEOPLE, by the PEOPLE, for the PEOPLE." Not a king, not a dictator. An elected commoner, answerable to the people. Part of his job is to be subjected to peaceable petitions for redress of grievances. The job of the police is to protect him from the tiny minority who would engage in violence, but NOT to protect him from those citizens who seek to peaceably petition their elected executive, who are doing precisely what they are supposed to do in a free and democratic society.
