It's a King county councilman who is on the hill trying to mediate. Nowhere are the police chief or mayor to be found. The crowd was breaking windows. The police are pushing the crowd. Some of the vandals have been dispersed. The rain is driving people back indoors. The councilman told the crowd to calm down because they were in danger of being fired upon. It seemed to get them to calm down. The police are starting to broadcast warnings. "You're in violation of state and city ordinances, and if you don't disperse voluntarily," so on and so forth. The crowd is down to about 2 or 300 people.
