I have commented on this condition before, and I think it likely that Iraq suffers from a similar condition. Iran has a bit more access to the western world via France ( can you say Schlumberger, Total, et.al.?) so I believe they may be able to address at least the major Y2K problems through that avenue.

But Iraq is a different story, and it makes me wonder if the empty storage tanks and equally empty rhetoric coming from Baghdad are an attempt to mask a more serious condition and make use of an unavoidable reality to accomplish political ends.

After all, Y2K is not just about 1 January, 2000. We have already passed 2 or 3 critcial Y2K dates - I remember because I had to shut down chopper flights those days, our company policy is to avoid any air travel during the critical dates.
