Both. For many reasons.

United world economic powers can put a lot of pressure on repressive regimes to loosen the chains of slavery.

For instance, Cuban reps were present at the WTO. Sooner or later Cuban patriots will choose economic freedom and prosperity for all of the people, rather than freedom and prosperity for only Fidel "The Greedy" Castro and his band of brutal ass kissers. Fidel's revolution has made him a very wealthy man. Someday, after Cuba is totally bankrupt, he will take all of his $$$$billions$$$$ and spend his last years in Switzerland.
