5/20/96 - U.S. sky eye to seek Kazakh resources

LONDON, May 20 ( _ Airborne sensors developed in the U.S. military space program will be used to prospect for
hydrocarbons and minerals in Kazakhstan, a London shipping and insurance daily reported Monday.

The Lloyd"s List said the U.S. commercial resource-mapping exercise aims to help Kazakhstan withstand expansionist and
economic pressures from Iran and Russia, as it becomes an important new oil supplier to Western Europe.

The project will also serve as a prototype to save time and at least halve the often prohibitive cost of hydrocarbon and
mineral exploration worldwide.

The remote-sensing program is scheduled to begin in August, following an agreement to refinance an international consortium
for the constructon of a major oil pipeline crossing Russia from Kazakhstan to the Black Sea and the world markets.

The daily said the program will involve a wide-ranging group of specialist enterprises associated with the U.S. military
industrial complex.

The scheme is led by the American sensor manufacturer, Earth Search Sciences, and sponsored by the U.S. Department of
Energy.

Sensors previously used in military spying exercises will be placed on board U.S. Navy research aircraft and flown over
Kazakhstan in a series of mapping missions.

The program will cover a 6 million acre (2.4 million hectares) concession leased to Earth Science by the Kazakh government,
with rights to all energy and mineral deposits shared between Earth Science and a Kazakh joint stock company.

The mapping exercises will also be useful for environment clean-up operations in assessing chemical and nuclear wastes left
behind by the weapons industries of the former Soviet Union, said the paper. THE END OF REPORT
