I would think a good buy back time would be near close of market on 12/31/99 (I thinks it's a short day).

Unless everyone starts thinking that way, and they buy in on the 30th for the run up on the 31st. Of course then you'd want to be in on the 29th to catch the 30th run. Ad nauseum.

For the traders, better to stay in the market with a tight finger on the button to protect the profits. The B&H'ers, on the other hand, are going to be getting their Christmas shopping done.
