Sometimes a culture can also frustrate development. I had the privilege of serving on a USDC mission to a developing Middle Eastern Country back in the early eighties (in a prior life). Our mission was to help the government develop their fisheries resources. The culture was such that everyone wanted to be "chief" and no one wanted to be the "indian". It was a most frustrating experience. The industry is still underdeveloped to this date but not for lack of funds, equipment, etc. JLA
