This info seems to be all that is available via their web site (and even this is behind the SSN# login). I recall a more detailed explanation (that they don't own all of the stocks in the index) in print, probably in their annual report (or whatever that annual mutual fund report is called).

The CREF Equity Index Account is a highly diversified portfolio designed to track the overall U.S. stock market as represented by the Russell 3000.* Because of the account's comprehensive holdings, with individual issues purchased in proportion to their overall market value, it should generally parallel overall market performance.
