1. It's yes and no: from the customers perspective, the biller is responsible, and Intuit/AOL is responsible - the people they know. Other companies (presentment/payment service providers) may be under contract to billers and to Intuit providing services - but customers may not be aware of them. (Contractually the picture may be a little different as regards who you authorize to take money out of your account

2. By the same token AOL/Intuit is de facto a middle man, and responsible to the customer for their experience (though not in the full legal sense). There'll no doubt be a continuing effort to smooth out any rough edges caused by the different relationships and service providers here - which are unavoidable given the reality of the industry.
