The case would have been heard by a three-judge panel. They may not live in the same cities and therefore have offices in their home towns. Consequently, they may not office in the same building and be able to communicate as directly in finalizing an opinion that all three can agree on. In addition, there may be problems getting agreement on the language. And, there could be a delay because one of the judge's is preparing a separate concurring opinion or an opinion that dissents at least in part. Remember, they are trying to get the opinion out very quickly. Since there is a good chance that it may be appealed to the whole court en banc or to the Supreme Court of the United States, the opinion is more important than in most cases.
