The IP's are not static , they can be re-used by someone else if you turn off your PC, but who cares, unless you want to get into hosting.
Just buy yourself a nic card for each PC ( $30)and a hub ( $65) and now all the PC's in your house cann get on the 'net ( they share the bandwith). ADSL will give you around 1.5 Mbps to you and 640k from you. The speed is not an exact science and what you see is what you get, they will not adjust it.
You will not believe your eyes when you get it!
I think the only drawback to the high speed is you can lose your money waaayyyy quicker than a 56k modem LOL !
