A good company (even one with good fundamentals) does not make a good stock. It's seen everyday with the disconnects between Internets (typically no earnings) and their out of sight prices. Napier experienced a speculative bubble in '98. If you remember, immediate interest. The company is doing the right things to generate real growth and earnings. But still, the stock must be marketed just as any product would. It's an issue of supply and demand. Right now there is virtually an equilibrium between buyers and sellers. Until more people know of the stock it will languish. The theme and product are right for this time. Environmental issues are important and legislation in the US and Canada will eventually outlaw removal agents currently in use. Remember, market the company's name, which is the stock's name, to generate interest. Until more than just a few know of its existence, it is destined to remain in its present trading range.
