Only a government bureaucrat would take a few days to notice they were "in the dark." It will take them mucho longer than 2 weeks to admit it, if past history is any indicator.

BTW, that is the same 2nd Jan weekend when the banks are scheduled to re-open that following Monday for business after the banking holiday announcement dead ahead, and scheduled to begin no later than Dec 31. (This means no ATM's will be working either, folks!)

Oh, and perchance, did they cover the great blackout of 6 western states Jan 8 of 1998? That one, according to the Naval College Slide Presentation (CIA school for the uninformed) took 42 seconds from start to blackout.
