Actually that announcement is a negative for ATT and a positive for Mindspring. ATT will be incurring a billion dollar expense of revamping its cable infrastructure and then letting a competing company (Mindspring) share in the "gravy" services. There is higher margin for ATT delivering the services themselves rather than wholesaling some cable bandwidth to a national competitor.

There is now somewhat reduced incentive for T to aggressively upgrade their cable plants since the ROI has changed. They are walking a tightrope between letting competitors on their network and dealing with the FCC over potential monopoly issues surrounding local access with their pending MediaOne acquisition. T knows if they don't open up their cable networks to competitors then they'll eventually face the same regulatory issues as baby bell BEL.

Despite what craziness the stocks may do on Monday (T is announcing other news on Monday), you should at least consider this part of the news as a negative, sort of like a rooke sacrificed in a billion dollar chess game.
