During our bombing of Milosovich the bombing and fly overs of Iraq stopped completely. When the state department asked what was up the reply was simply that Iraq was behaving itself and didn't need a bombing today. Interesting, don't you think? We have our most effective fighting machines guarding them night and day and they can't behave themselves, but when they are home alone they are just fine.
The sanctions were imposed to insure that we can monitor military development via UN inspections. Well we've been kicked out for quite some time. It was initially thought that if a little economic pressure was applied, Saddams enemies would rise up and over through him. Well we've killed most of them. Most of the other Arab countries didn't object to the American involvement in 1990. Now they all have factions within their borders who are actively protesting the tragic and evil strategy the US employs to target and kill hundreds of thousands of innocent children to try to get cooperation from Saddam. The popular media in foriegn countries publicizes this problem; where is ours?

Back to your original query. Tell me what this is supposed to accomplish besides funding for US military and I'll try to make a suggestion.
