There are also a few other benefits to applying a keepered layer in this application. Keepered Media on hard drive storage design had bad timing during the transition from inductive to magneto - resistive head technology. But the advantage in this application is that your media is not expected to be in a sealed environment, such as what is in your hard-drive. In fact, I'll bet our credit cards are not the cleanest surface to read/write 5 MB's on. I recall that keepered media allows higher media-to-head flying heights, which is an advantage when reading these cards. Also - these cards are flexible, so the magnetic particles must be applied with this in mind.

Also - it is most likely they are able to obtain the high storage density by rotating the head over the media. Perhaps even using both sides.
