As far as the controversy over rates, it really is true that the rates to user are key. After much difficulty, I got ADSL from Bell Atlantic. Although I am happy I no longer have to contend with the modem, I am getting nowhere near what was promised in terms of speed.

In reality, other than for strict downloads, which most people do very rarely, comprehension level won't do much better than the 128 K. I certainly would trade my ADSL for a wireless Riccochet right now. And I would save money.
