Company Press Release

Philippines' Largest ISP to Launch
Nationwide Deployment of Broadband
Services Using Redback SMS

SUNNYVALE, Calif.--(BUSINESS WIRE)--Dec. 6, 1999--

Mosaic Communications to Offer DSL, Cable and Wireless

in 65 Points of Presence Throughout the Country

Redback Networks, Inc., (Nasdaq:RBAK) today announced the
Philippines' largest Internet service provider will use its Subscriber
Management System(TM) platform for a nationwide deployment of
broadband services.

Mosaic Communications, Inc., (MosCom) will leverage the
Redback SMS 1000 to deploy multiple broadband access
services, including digital subscriber line, cable and wireless,
throughout its 65 points of presence (PoPs) to serve both business
and consumer subscribers.

"Redback is providing the Philippines with its first widely available
broadband Internet service," said Steve Young, Redback's vice
president of sales for the Asia-Pacific region. "MosCom's
deployment of Redback equipment empowers its unique franchise
business model by giving smaller providers access to the powerful
provisioning and service creation capabilities of the SMS.

"MosCom is already leveraging the unique service creation abilities
of the SMS through its individualized, high-speed teleworker and
personal Internet service offerings."

The Redback SMS is a highly scalable networking device deployed
at a network access point or data center to aggregate a high
concentration of broadband data traffic. The Redback SMS scales
to support thousands of subscribers over multiple broadband
access technologies such as xDSL and cable.

In addition, the SMS' support for multiple access technologies
enables MosCom to leverage its market position to determine, on a
city-by-city basis, whether DSL, cable or other broadband access
is most advantageous.

"Given our market leadership and unique business model, we
needed a solution that would enable us to rapidly deploy broadband
nationally while providing us with the flexibility to utilize multiple
access methods," said Dr. Willy Gan, chairman and CEO of
MosCom.

"The Redback SMS makes it easier for us to deploy and expand
our networks today to meet the increasing demand for broadband
services. This is a great opportunity to further our presence by
offering first-of-their-kind, value-added broadband services for
business."

Advantages to Business Customers

Using the SMS' Dynamic Service Selection capabilities, SMS can
now provision multiple service offerings to telecommuters and
business customers, regardless of whether the access method is
DSL, wireless or cable.

Businesses can then opt for secure, specialized telecommuting
services for their remote workers, while remaining confident that
their employees' personal Internet traffic will travel across a
separate network and be billed directly to the employee. Other
value-added services include high-speed audio and video
streaming as well as virtual private networks.

About Mosaic Communications

MosCom Internet is the Philippines' first commercial ISP and the
only Philippine ISP with nationwide coverage. MosCom provides
high-speed and reliable Internet access to individual and corporate
clients through its growing network of almost 70 PoPs nationwide.

It has multiple E1 transpacific fiber links to and T3 simplex satellite
connectivity from the Internet core in the US where it maintains two
PoPs. At its Central Data Center, MosCom provides website
hosting and server co-location services as well as virtual private
network (VPN) services to clients via dial-up and/or leased-line
connections.

After successfully deploying the Philippines' first full T3 satellite
infrastructure across its domestic backbone, MosCom will next be
deploying VSAT terminals to each PoP in the countryside.
MosCom has been consistently the first in the country to deploy the
best technologies ahead of the competition while bringing low-cost
global access to Filipinos and Philippine-based organizations.
