Fez - IBM is in the first rank in semiconductor technology but this is unlikely to benefit DELL directly, as DELL does not do silicon design or fabrication. CPQ went to IBM for the next generation ALPHA chips precisely because of this capability. I can't imagine a scenario where DELL would get into Semi design...
