I was watching Tony Brown's Journal awhile back and the show was about the fact that AIDS in Africa spread like wildfire after the World Health Organization went around browbeating villages into getting inoculations of various types. This occurred in 1980 and the serum was found later to be tainted with HIV. I'm inclined to think this was stupidity rather than malevolence, but a lot of Africans think it was deliberate.
