Ga Bard, far as I understand, being a fully reporting company means having full disclosure. The requirement in question is about the 504 reporting exemption not the rule itself. In other words, ORXX et al can keep doing 504s until they reach the maximum funding limit so long as they tell people about them.

Like you, I'd be quite surprised if ORXX was able to get their paperwork filed and approved in time to avoid delisting. I've heard from many a company how time consuming and expensive such filings are and how long it takes for the SEC to return comments. Given the precipitous drop in share price of ORXX this year I'd bet the SEC will want to look at ORXX's paperwork quite closely. I'd also bet ORXX is not looking forward to making all that stuff public, especially if it might raise a few eyebrows. ;^)
