I have recently been contacted by many West Virginians concerning what has become known as "Bill 602P".
Unfortunately, I have learned that people who received messages warning them about the alleged "Bill 602P" are victims of a hoax that has been circulated by e-mail across the country in the last few months. I have seen several versions of this e-mail, one claiming that a Congressman Tony Schnell has recently introduced the 602P bill, and one that quotes a Washington, D.C. lawyer named Richard Stepp. The e-mail says that 602P would allow the US Postal Service to impose a 5-cent surcharge on all e-mail messages sent over the Internet.
As has been the case in the past with other e-mail chain letters like this, the information is completely false. First of all, there is no Congressman named Schnell, and bills are not numbered in that form in either the House or the Senate. Additionally, there is no one by the name of Richard Stepp registered as a member of the bar in the DC or Virginia. Finally, there is definitely no legislation, nor any such proposal, to authorize the USPS to assess any surcharge on the delivery of e-mail.
