Bill, look at the big picture and your concerns will vanish.

Those who have the ability to remove and sell idle material at Bumbat
reside inside one of the outer circles of that which decides what can happen,
as in who has permission, to conduct matters of wealth and power in Mongolia.

The only reason a minimal guarding staff, and cook for support, has a
presents is to prevent looting by citizens of Mongolia that live outside its
government and private structure, for example homeless people that regard
stripping copper wire worth enough for their next food or shelter needs.

The flip side of the down side with having a countries government,
either directly or just connected, with an outside foreign business partner
is that control is mantained.

As for people being tagged as bad, evil or criminal, 99% are motivated by
survival instincts and not as a direct desire to hurt or damage others.

This is why I believe that if the price of gold goes to $350, and remains there
in a stable way, that those in Mongolia will act in a way that represents
good business practices. Currently its everyone frozen and trying to
protect their own.

Bottom line, the gold in the ground remains untouched, and the price of gold
will increase in value in the future, aday aweek ayear or years.
