(DBCC) Wall Street Strategies and Data Broadcasting Corporation Form
Content and Marketing Alliance

NEW YORK, Dec 7, 1999 (BUSINESS WIRE) -- Wall Street Strategies
(www.wstreet.com) a provider of independent financial intelligence and

Broadcasting Corporation (DBC) and has entered into a co-marketing
arrangement to provide research reports for DBC's eSignal users.

Wall Street Strategies will create daily proprietary content for more
than 16,000 eSignal users as an introduction to their premium service.
DBC will work to promote Wall Street Strategies research products
featuring Charles Payne through online and conventional marketing as
well as trading seminars.

Charles Payne, CEO and Chief Analyst for Wall Street Strategies will be
the featured speaker at the eSignal Online Trading Seminars sponsored
by DBC in conjunction with All-Tech Direct. Upcoming seminar locations
and dates are at the New York Marriott East Side Hotel on December 8,
1999 and at the Philadelphia Marriott Hotel on December 9, 1999.
Additional seminars in 2000 will be announced shortly.

"This is a phenomenal opportunity for Wall Street Strategies and Data
Broadcasting Corporation to form a truly synergistic relationship,"
said Charles Payne. "Working together to provide actionable, timely
information to the active individual investor is a natural fit for both
companies."
