I wrote a response to this last week on HDR and frequency space and the need to upgrade all of analog customers to CDMA.

All voice carriers are in licensed space. Cellular usually has 12.5 Mhz of bandwidth per carrier per city and PCS has from 5 Mhz to 30 Mhz per carrier per city. It is NEVER unlicensed.

Each 1.25 Mhz band will carry about 57 analog callers per cell site versus about 700 with a fuly runing CDMA system. HDR takes 1.25 Mhz of bandwidth to run for the full 2.4 Mbps system.
