I thought this was common knowledge. I must be getting old. Prior to the gulf war Iraq was thriving with resources and wealthy in oil trade. The sanctions of the peace agreement allowed the US to blockade trade with other countries. Trade is now restricted to a fraction of what it was. Saddam is allowed to sell enough oil to fund his regime, short of enough to manufacture anything like weapons of mass destruction; and to pay the US/UN for their military expenses. Saddam's regime is actually only a small percentage of the population of Iraq. It was well publicized that the outlying regions would suffer and the hope of the Bush administration was that the Iraqi masses who hate Saddam would rise up and over through him once they began to suffer from lack of resources. Over the last decade there have been a couple of glints of revolution but they were quelled by Saddams military.
