The SPEC sheets say otherwise.

From Intel's SPEC SHEET FOR COPPERMINE:
"These values are specified at nominal Vcc core for the processor core..." (footnote 1 on page 50, Thermal Specifications at ftp://download.intel.com/design/PentiumIII/datashts/24445204.pdf)

"Max Icc measurements are measured at Vcc nominal voltage..." (footnote 20 on page 28, Electrical Specifications)

So Intel uses the nominal power supply voltages, while, as you already noted, AMD uses the maximum supply voltage to specify Iccmax.
