Bartlett is a judicious reviewer, and one of his judgments is that the case is not proven beyond a reasonable doubt. That is good enough for me, since the charge of leaving the men defenseless is too heinous to be credited without ironclad proof. I have no doubt that FDR was trying to get us into the war, since he saw our involvement as inevitable, and better sooner than later. I agree with him on that. It is, though, a different matter than having specific, detailed knowledge of an attack and not alerting those about to be attacked......
