Videoconferencing System to Customers; System Allows for Conferencing
and Application Sharing Over the Internet

NEW YORK--(BUSINESS WIRE)--Dec. 8, 1999--WINSTAR COMMUNICATIONS,
INC. (Nasdaq:WCII) today announced it is offering Web-based
television-quality videoconference services to its customers as part
of a reseller partners program with LUCENT TECHNOLOGIES (NYSE:LU).
Winstar is one of the first communications companies to offer this new
application to its customers.
The videoconferencing offering--known as Lucent Collaborative
Video (LCV)--brings conferencing and application sharing to the
desktop, allowing users to easily and cost-effectively interact with
one another over the Internet. LCV offers businesses many conferencing
options, including full collaboration sessions of up to 20 people per
call, a lecture hall for up to 100 people per call or a video
broadcast that can be sent to an unlimited number of desktops.
