The New Deal was in disarray, an economic failure. The American people were dead set against another foreign war. FDR had just run a typically deceitful campaign, promising that American boys would not fight another European war - all the while plotting with Churchill to ensure just that.

Giving the stakes involved and the enormity of the threat Hitler imposed, it was clear that FDR wanted and needed a galvanizing event to drastically change the domestic environment and provoke the American people into a war mentality. He ordered and they drew up plans to do just that. FDR, by his actions in the Atlantic and against Japan, was already at war and he took the steps necessary to move public opinion at a cost (2000 dead) that he no doubt was willing to make. He made many such decisions in the ensuing years, with far greater toll but no less consequence.
