Most biotech companies I talk to these days do a 14 to 25 person Phase I trial, often double-blind and placebo controlled. It is the cheapest stage at which they can find indications of efficacy that would justify moving on to a Phase II trial. While efficacy data is not formally published, all the companies talk about it (Vical has a complete remission and several partial remissions in melanoma, Sugen had a complete remission in brain cancer, etc.) These data are updated at poster presentations at various medical conferences to track the length of the remissions.
