lehman's analyst steve levy who has been on the fence neutral on cien (wanting to confirm the tech "works" before he upped his rating) finally upped his rating on CIEN this am. no price target yet, but that he did this the day BEFORE earnings says he did it very intentionally. will we get qwst?
