Could it be that Airtouch (and therefore the new cellular national rollout) is still less flexible since still uses analog as a fall back and therefore it is less easy to use HDR, yet for Sprint PCS installing HDR is relatively easy.

Airtouch wireless internet doesn't fall back to analog, only voice so I don't think this is the reason.

The amount of spectrum each carrier has in various areas may be a better explanation.
