Mike,

If there was a limit on the order, like 100,000 @ 0.07 all-or-nothing, then it would not show up on the order book. If there was no limit, then they should phone their broker and ask why the order wasn't filled. Or they could switch to a purchase order at the market (which would be filled at 0.07).
