The float is probably much higher than 2.2 Million now with all the recapitalization in recent times. Here is the filing with details. See use of proceeds and selling shareholders.

Also to keep a NASDAQ NM listing PRFM needs a float of at least 1,000,000 shares ....2.2-1.5 is only .7 million.
