I don't know, TM. I scanned through some of those pages but I don't think it applies specifically to Market Makers.

For them to be unable to Short the Stock means they would have to own some just to make a market. Wouldn't that be the case?

So if they don't want to carry it as inventory, they won't make a market in it.
