Assuming that the growth and stock price predictions are somehwat realistic and looking at the outstanding shares as well as understanding that QCOM management wants to keep the stock price around $50-60, then the math says that 3B shares will last until next years (March 2001) shareholders meeting.

150M issued now. Split 4 ways makes 600M shares. If the stock goes up to 120 a share after the split, then I would expect that a split of 2:1 would happen in March 2000. this gives 1.2B shares outstanding. If they sold another 50M shares (at the 8:1 split level) and then split mid next year as the new price reached over $100 (based on Voltaires prediction of $600 a share..), it would bring them to 2.5B to 2.7B shares. Not far off. Not saying the stock goes that high, but if they had to build in margin to make sure they didn;t need another proxy meeting to be called mid year, it makes sense.
