I think it's shares outstanding
less restricted shares (i.e., paid to IR firms, acquisitions, etc.)
less insider held (that would require a Form 144 to sell).

That's probably how they figure the number you'd get from one of the financial websites. Of course when you read the boards, the posters will define another X million shares as "tightly held," thereby pretending the float is all that much less when it really isn't.

I could be wrong. Stay tuned for some posters to show up who actually know what they're talking about.
