Don,

You may be right. I wouldn't, however, read too much into the Fidelity borrow situation, as I was entering my trades through their website, rather than phoning them into a rep. I've found in the past that I can get rejected on the site, but if I talk to a rep, they'll look outside the firm to see if they can get shares. I think the site only looks at their own inventory.
